Women’s Busan Declaration to APEC Economic Leaders



“More Women Agendas, Better Economy”

We, the Women of Asia Pacific Economic Cooperation (APEC) call upon our economic leaders to recognize and implement more social, economic and environmental policies and  agendas that recognize and respect the role of women. On the occasion of the tenth anniversary of the Beijing Platform for Action, an agenda for women's empowerment, which aims at accelerating the implementation of the Nairobi Forward-looking Strategies for the Advancement of Women and removing all the obstacles to women's active participation in all spheres of public and private life through a full and equal share in economic, social, cultural and political decision-making, we request APEC 2005 Korea to establish and implement a roadmap for a women’s agenda as it is first designated as a priority agenda on the APEC level . We also want to reaffirm our commitment and dedication to the UN Millennium Declaration and its values and principles for a more peaceful, prosperous and just world. In this context, We call upon our economic leaders also to reaffirm and recognize these fundamental values and principles for all women and men (irrespective of race, color or creed) to be essential to the economic prosperity for all in the Asia Pacific region. These are fundamental values and principles:

•. Freedom. Men and women have the right to live their lives and raise their children in dignity, free from hunger and from the fear of violence, oppression or injustice. Democratic and participatory governance based on the will of the people best assures these rights.
•. Equality. No individual and no nation must be denied the opportunity to benefit from development. The equal rights and opportunities of women and men must be assured.
• Solidarity. Global challenges must be managed in a way that distributes the costs and burdens fairly in accordance with basic principles of equity and social justice. Those who suffer or who benefit least deserve help from those who benefit most.
• Tolerance. Human beings must respect one other, in all their diversity of belief, culture and language. Differences within and between societies should be neither feared nor repressed, but cherished as a precious asset of humanity. A culture of peace and dialogue among all civilizations should be actively promoted.
• Respect for nature. Prudence must be shown in the management of all living species and natural resources, in accordance with the precepts of sustainable development. Only in this way can the immeasurable riches provided to us by nature be preserved and passed on to our descendants. The current unsustainable patterns of production and consumption must be changed in the interest of our future welfare and that of our descendants.
• Shared responsibility. Responsibility for managing worldwide economic and social development, as well as threats to international peace and security, must be shared among the nations of the world and should be exercised multilaterally.

In order for these shared values to be translated into actions, we the Women of APEC call upon APEC economic leaders to:

1.Implement the Beijing Declaration and Platform for Action adopted at United Nations’ Fourth World Conference on Women;
2.Implement United Nations’ Millennium Development Declaration and its Goals for achieving gender equality and empowerment of women;
3.Recommend the responsible fora and organizations to fully commit themselves and to intensify their contributions to the implementation of the Beijing Declaration and Platform for Action and UN Millennium Declaration on the economic level as well as on the APEC level for the economic prosperity on the basis of fundamental principle, “Benefits to All”, in the Asia Pacific region.
4.Establish the specific mechanism to enhance and catalyze women’s participation in national and local politics, which is currently recognized as being considerably lower than that specified in the United Nation’s Millennium Development Goals .
